Gather the ingredients including all-purpose flour, baking powder, baking soda, salt, unsalted butter (cold), and buttermilk.
Preheat your oven to 450°F (230°C) and line a baking sheet with parchment paper or lightly grease it.
In a large mixing bowl, whisk together the all-purpose flour, baking powder, baking soda, and salt until well combined.
Cut the cold unsalted butter into small cubes and add them to the dry ingredients. Use a pastry cutter or your fingertips to work the butter into the flour mixture until it resembles coarse crumbs.
